Ralph Bakshi's Last Hurrah.
HBO, already fully involved with rated R and NC 17 softcore television programming, was looking to move into the animation department, and really did not know how. "Who has cartoon nudity outside Japan? Let's see what old Bakshi is doing, he likes drawing cartoon tits." -HBO Producers, probably.

What happens when you combine one part Red Shoe Diaries, one part Cool World, and a splash of L.A. Confidential.. with a Blade Runner garnish? Well Spicy City of course! Six episodes, approved for a second season, but HBO wanted actual writers, so Bakshi just pulled the plug and walked away. I found this watching MTV's Downtown and really enjoyed it, especially the VR episode. There is a feeling that this could be in the Cool World universe very easily with the look, feel and characters.
